If you are talking animal protection, talk about pepper spray. Only talk about animal protection. The other attitude cuts no ice up here, especially with legal authorities.
Also, when you are searching for another country than your own, go to a search engine with domain name search capability. Both Yahoo and Google have this. For Canada it's:
http://www.google.ca But if you don't know what it is you can go to google and make your search term "google Australia" or such. Once at that specific country, there will be a circle you can tick saying: "pages from Canada" or "pages from Australia". This process cuts through a lot of material of little relevance. & when you want federal government info for Canada look for a url with ".gc.ca".
